Museveni Rally Security Breached in Kawempe, Suspect Faces Court

A 28-year-old man, Yoramu Baguma, has been charged with assault and attempting to ridicule the President after dramatically breaching security during President Yoweri Museveni’s campaign rally at Mbogo Playgrounds in Kawempe last month.

Yoramu Baguma, aged 28, appeared before the Kawempe Chief Magistrate’s Court on Tuesday to face three serious charges following a security breach during President Museveni’s campaign visit to Kawempe North on March 11.

Baguma is accused of assault, disobedience of lawful orders, and acting with intent to alarm, annoy, and ridicule the person of the President. According to prosecution, Baguma allegedly jumped security barricades at Mbogo Playgrounds and sprinted towards the head of state while he was addressing supporters during a rally for NRM candidate Faridah Nambi.

The Special Forces Command (SFC), tasked with presidential security, swiftly intercepted and restrained Baguma before he could reach the President. The incident, caught on video by spectators, spread rapidly across social media, fueling public debate on the motivation behind the act and the implications for political freedom and security protocols.

In court, Chief Magistrate Damali Agumasiimwe declined to have Baguma enter a plea, noting that the charges were capital in nature and thus beyond the court’s jurisdiction. He was remanded pending further direction from the Director of Public Prosecutions (DPP).

The incident has reignited discussions around the balance between public access to political leaders and the need for heightened security, especially as Uganda gears up for a tense 2026 election cycle.
