New KMP Commander Assumes Office, Pledges Professional and Accountable Policing

ACP Emitu Ezekiel Ebapu has officially taken over as the new Kampala Metropolitan Police (KMP) Commander, marking the beginning of a new chapter in the leadership of policing operations within the capital.

The handover ceremony was held at Central Police Station (CPS) Kampala and was presided over by AIGP Mwesigwa Frank, the Director of Operations.

ACP Emitu replaces CP Richard Ecega, who has been at the helm of the Kampala Metropolitan Police during a period described as both demanding and sensitive. The transition ceremony brought together senior police officers and key stakeholders, symbolizing continuity, institutional stability, and renewed commitment to service delivery.

In his remarks, AIGP Mwesigwa commended CP Ecega for his dedicated service and exemplary leadership throughout his tenure as KMP Commander. He acknowledged that policing Kampala presents unique operational challenges, given its status as the country’s political, economic, and social hub.

“Kampala Metropolitan Police operates in one of the most sensitive and demanding policing environments in the country,” AIGP Mwesigwa noted. “It requires constant vigilance, resilience, and sound judgment.”

He praised CP Ecega for executing his responsibilities with professionalism and commitment, emphasizing that his experience will be invaluable in his next assignment. The Director of Operations encouraged him to continue serving with distinction and to carry forward the leadership lessons acquired during his time in Kampala.

Turning to the incoming Commander, AIGP Mwesigwa underscored that a change in command is not simply ceremonial, but a significant transfer of responsibility, authority, and accountability. He reminded ACP Emitu that the office carries immense expectations from both the institution and the public.

He tasked the new KMP Commander with prioritizing crime prevention through strengthened inter-agency collaboration, noting that effective policing in a metropolitan setting requires coordination with intelligence services, local authorities, and other security agencies.

AIGP Mwesigwa further emphasized the need for firmness, restraint, and professionalism in all police operations. He urged ACP Emitu to ensure enhanced discipline within the force, improved supervision of officers, and strengthened operational accountability mechanisms to boost public confidence in the police.

He also called for stronger partnerships with the community, describing public trust as a strategic asset in modern policing. According to him, meaningful engagement with residents, business leaders, and civil society actors is essential in preventing crime and promoting safety in urban areas.

In his concluding remarks, AIGP Mwesigwa urged ACP Emitu to perform his duties diligently and professionally, guided by discipline and an unwavering commitment to public service.

The appointment of ACP Emitu comes at a time when Kampala continues to face evolving security challenges, including urban crime, traffic management concerns, and the need for effective crowd control during public events. His leadership will be closely watched as the force seeks to enhance service delivery, uphold the rule of law, and maintain order in the metropolitan area.

The ceremony not only marked the end of CP Ecega’s tenure but also reaffirmed the Uganda Police Force’s commitment to institutional continuity and professional policing in the capital city.
