The Parliamentary Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has directed the Departed Asians Property Custodian Board (DAPCB) to produce a comprehensive inventory of all properties under its management.
The directive was issued after officials from the board, led by Executive Secretary George William Bizibu, appeared before the committee to respond to audit queries for the financial year ending June 30, 2024.
Members of the committee raised concern after findings from the Office of the Auditor General indicated that the board does not maintain a comprehensive asset register of the properties under its custody. Legislators noted that the absence of such a record raises accountability concerns regarding government assets that were left behind by Asians expelled from Uganda in the 1970s.
COSASE has now instructed the board to present a detailed inventory listing all properties currently under its management, including those that have been valued, repossessed, or disposed of over time.
In addition, Bizibu was tasked to submit a list of properties that were donated by the Minister in accordance with the law governing the board’s operations. Committee members emphasized that a clear record of these assets is necessary to ensure transparency and proper management of public property.
The demand comes amid ongoing government efforts to rationalize state agencies and strengthen oversight over institutions managing public assets.
