President Yoweri Kaguta Museveni has praised retired Chief Justice Alfonse Chigamoy Owiny-Dollo for what he described as a corruption-free leadership that strengthened and transformed the country’s judiciary.
The President made the remarks during Owiny-Dollo’s homecoming celebrations held at Kaunda Parade Ground on Saturday.
Museveni noted that although he frequently receives reports alleging corruption within the Judiciary of Uganda, Owiny-Dollo has never been implicated in such claims throughout his tenure.
He also credited the former Chief Justice with playing a role in demobilising armed resistance in the Acholi sub-region following the rise of the National Resistance Army to power in 1986.
According to Museveni, Owiny-Dollo further contributed to reforming the justice system by championing Alternative Dispute Resolution (ADR), which has helped communities resolve conflicts outside formal court processes.
The President also urged leaders and residents in the Acholi sub-region to embrace high-value crops, arguing that traditional cash crops such as cotton, sugarcane, and tobacco require large tracts of land but often yield lower returns.
In his keynote address, Owiny-Dollo called on the government to support the Rocco Paco initiative, emphasising that collaboration between the state and local leaders is essential for regional transformation.
Owiny-Dollo officially retired on January 18 after reaching the mandatory retirement age of 70, concluding a five-year tenure as Chief Justice following his appointment in August 2020.
