Museveni Swaps Aceng and Lumumba in Cabinet Adjustment

President Yoweri Museveni has made a fresh adjustment to his newly announced Cabinet, swapping the positions initially assigned to Jane Ruth Aceng and Justine Kasule Lumumba.

In the original Cabinet list released days ago, Lumumba had been appointed Government Chief Whip. However, it later emerged that she was ineligible for the position because she is not a serving Member of Parliament, a constitutional requirement for the office.

Under the new arrangement, Lumumba has now been redeployed to the Ministry of ICT and National Guidance, while Dr Aceng, who had initially been appointed Minister of ICT and National Guidance, has been reassigned to the Office of the Prime Minister as Government Chief Whip.

Lumumba confirmed the development in a public message thanking the President for the redeployment.

“Thank you H.E. @KagutaMuseveni for redeploying me to the Ministry of ICT and National Guidance. I am honored by the trust and ready to serve with dedication towards Uganda’s digital transformation agenda,” she posted.

The adjustment comes as President Museveni continues fine-tuning his 2026–2031 Cabinet following the inauguration of the 12th Parliament.

Dr Aceng, who also serves as Woman MP for Lira City, is expected to play a key role in coordinating government business in Parliament as Chief Whip, a position responsible for mobilising support for government legislation and ensuring discipline among ruling party MPs.

Political observers say the reshuffle reflects efforts to align Cabinet appointments with constitutional and parliamentary requirements while maintaining experienced figures in strategic government positions.
