President Yoweri Museveni has issued a strong warning to government officials and public leaders, declaring that poor performance and ineffective service delivery will no longer be tolerated.

Speaking during his State of the Nation Address, Museveni said leaders entrusted with public office must focus on delivering tangible results for citizens and abandon what he described as a growing culture of dependence on government allowances and personal benefits.

The President emphasized that officials who are unable or unwilling to effectively serve the people should consider stepping aside to allow more capable leaders to take up the responsibility.

“We need leaders who are committed to solving the problems of the people and driving development, not those who are primarily interested in allowances and privileges,” Museveni said.

Reflecting on Uganda’s development journey, the President noted that many experts had previously doubted whether communities operating under subsistence and pre-capitalist economic systems could successfully transition into a modern money economy.

He argued that Uganda’s progress in areas such as wealth creation, commercial agriculture, infrastructure development, and private sector growth demonstrates that transformation is possible when leaders remain focused on clear national objectives.

Museveni stressed that accountability, hard work, and commitment to public service remain critical if the country is to achieve its long-term socio-economic goals.

The President further urged leaders at all levels of government to prioritize service delivery in sectors such as health, education, agriculture, infrastructure, and job creation, saying citizens expect practical solutions rather than political rhetoric.

His remarks come at a time when government has intensified calls for efficiency and value for money in public expenditure, while also pushing the implementation of key development programmes aimed at improving household incomes and reducing poverty.

Political observers say the President’s comments signal a renewed emphasis on performance-based leadership as the government embarks on its new term.

Museveni maintained that Uganda’s future growth will depend not only on sound policies but also on leaders who are prepared to take responsibility, deliver results, and remain accountable to the people they serve.
