Auditor General’s Report Shows Billions of Shillings Paid To Ghost Workers

The Auditor General has also revealed that Uganda’s total public debt as at 30th June 2023 stood at Shs96.168Trn, comprising of domestic debt stock of Shs43.696Trn and external debt stock of Shs52.472Trn, with the report noting that Uganda’s debt in five years has increased by 107%.
The Auditor General has revealed that Ugandan taxpayers spent Shs53Bn in payment of salaries of 10,192 ‘ghost workers’ who had been Gov’t payroll, but during the verification exercise in February 2023, these were found to have died, retired or absconded from duty.

The Office of the Auditor General undertook special audit of the salary payroll across government, where he validated all employees in 367 entities comprising of 162 MDAs, 179 Local Governments & 29 other Government organisations in February 2023.
The Auditor General has revealed that 5 public Universities in Uganda are teaching a total of 222 expired courses and these include; Makerere University- 120, Kyambogo University – 63, Mbarara University of Science and Technology – 21, Makerere University Business School – 15 and Gulu University – 3.

“Analysis of programmes from 5 Universities revealed that out of the 629 programmes, only 332 were accredited, 138 had been sent to NCHE for accreditation, while 222 were not accredited,” read in part the report.
