The story of MGD Media is a masterclass in strategic innovation, institutional turnaround, and resilience. It is the story of how a historically overlooked government office was transformed into a powerhouse of visibility and influence.

The company is the brainchild of Roman Mugalya Mutono. In November 2021, Roman was appointed as a Policy Analyst and Acting Senior Assistant Secretary in the Office of the Prime Minister (OPM) of Uganda.

Assigned to manage the unit of the Minister for General Duties, then held by the Rt. Hon. Justine Kasule Lumumba, Roman inherited what many considered a political graveyard. Historically, the docket was a difficult posting characterized by a highly constrained budget, a lack of tangible public activity, and a lingering “curse” where previous officeholders were frequently dropped during subsequent cabinet reshuffles.
The Strategic Overhaul & Fiduciary Masterclass
Refusing to accept the status quo, Roman initiated a comprehensive operational and public relations overhaul. As the unit’s head of staff and accounting officer, he commanded the planning, budgeting, and execution of the office’s mandate. He meticulously formulated the annual work plan and Ministerial Policy Statement, ensuring that every shilling was maximized for strategic impact.
Simultaneously, his administrative duties were exhaustive: analyzing and drafting high-level cabinet papers, organizing strategic executive meetings, managing international diplomatic protocols, and escorting the Minister on critical global engagements. Roman engineered impactful activities for the Minister, yet realized that executing the work was only half the battle; the appointing authority and the public needed to see it.
However, mainstream media proved to be a bottleneck. Journalists demanded premium rates often exceeding $500 for a brief session while some media houses offered minimal airtime for the Minister’s initiatives, others not.
The Birth of an Independent Media Empire
Recognizing that waiting for mainstream media was not a viable strategy for an ambitious office, Roman took decisive action. Leveraging his personal savings, he purchased a professional camera and funded the training of Alex as an in-house photographer. This audacious investment birthed MGD Media.
What began with one camera rapidly evolved. Roman systematically reinvested in the vision, expanding the agency’s arsenal to include multiple cameras, professional lighting, and a fully equipped audio recording studio. Bypassing traditional gatekeepers entirely, MGD Media established its own digital platforms, guaranteeing unparalleled coverage of the Minister’s achievements. The agency soon outgrew its initial setup, relocating to a dedicated production house in Kabalagala and expanding its highly skilled team.
The Ultimate Triumph: Breaking the Cabinet Curse
The results of this integrated policy-media strategy were unprecedented. Within a single year, public engagement skyrocketed, and Roman successfully advocated for a tripling of the office’s budget based on verifiable output and undeniable visibility.
The crowning achievement arrived with the 2026–2031 cabinet formation. Shattering the historical “curse” of the office, the Rt. Hon. Justine Kasule Lumumba was not only retained but elevated to the prominent role of Cabinet Minister for ICT and National Guidance. The narrative had been successfully rewritten.
Today, the name MGD endures as a symbol of this historic triumph, standing for Minister for General Duties.

Roman Mugalya Mutono is an elite Legal, Administrative, and Policy Professional whose career bridges the gap between top-tier government bureaucracy and dynamic public relations. He holds a Bachelor of Laws (LLB), a Postgraduate Diploma in Public Administration, a Bachelor, Diploma and advanced Certificate in Public Administration and Management and completed the esteemed Administrative Officers Law Course.
A seasoned operator on the global stage, Roman has represented professional interests at the UN High-Level Political Forum on Sustainable Development and the UN General Assembly.
