The Electoral Commission (EC) has announced March 13, 2025, as the date for the by-election to fill the Kawempe North Parliamentary seat, which fell vacant earlier this month following the death of Muhammad Ssegirinya.
EC Chairperson Simon Byabakama, addressing stakeholders during a press briefing at Tick Hotel in Kawempe, outlined the electoral roadmap for the by-election. According to the schedule, nominations for candidates will be conducted on February 26 and 27, followed by the inspection of candidate papers from February 27 to March 5. Campaigns will officially begin on February 28 and run until March 11, with voting set for March 13.
Byabakama emphasized the importance of adhering to electoral laws and guidelines, urging candidates and their supporters to maintain peace throughout the process. He also highlighted the role of stakeholders in ensuring the elections are free and fair. “We are all stakeholders in this exercise, and therefore let us work together to deliver a peaceful, free, and fair by-election to the mutual satisfaction of all,” he said.
The EC Chairperson also announced that Henry Makabai will oversee the by-election as the returning officer, with Rehema Nassuna serving as his assistant. Additionally, Byabakama encouraged individuals and organizations interested in serving as election observers to apply for approval through the commission.
Addressing concerns about voter bribery, Byabakama cautioned candidates against engaging in any illegal activities and reiterated the EC’s commitment to ensuring a credible process. “Adherence to electoral laws by all stakeholders is crucial,” he added.
The by-election has already sparked interest among Kawempe North residents and the broader political community. This process is expected to serve as a key test of the Electoral Commission’s ability to conduct transparent elections, especially as Uganda approaches its next general elections in 2026.
