The meeting, mediated by Qatar\u2019s Emir Sheikh Tamim bin Hamad Al Thani at Lusail Palace, marks a rare moment of dialogue between the two leaders amid worsening hostilities.<\/p>\n

For over two years, relations between Kigali and Kinshasa have been marred by accusations and counteraccusations. Tshisekedi\u2019s government blames Rwanda for supporting the M23 rebel group, which has taken control of key territories in North Kivu province. Kagame has denied the claims, insisting that DR Congo must address the threat posed by the Democratic Forces for the Liberation of Rwanda (FDLR), a militia linked to the perpetrators of the 1994 Rwandan genocide, operating within Congolese territory.<\/p>\n

Despite efforts from regional leaders, including Angola\u2019s President Jo\u00e3o Louren\u00e7o, previous attempts to bring Kagame and Tshisekedi to the negotiating table had failed. With these economic stakes in mind, Qatar\u2019s diplomatic push appears to be part of a broader effort to stabilize a region where it has growing financial interests. By securing a face-to-face meeting between Kagame and Tshisekedi, Qatar has positioned itself as a key mediator in a conflict that has resisted multiple African and international peace initiatives.<\/p>\n

Despite the high-profile talks, the situation on the ground remains unchanged. Fighting in eastern DR Congo persists, and M23 has not signaled any willingness to withdraw from the territories it controls.
