Retired Assistant Inspector General of Police (AIGP) John Ngaruye Ndungutse has filed a formal complaint against soldiers of the Uganda People\u2019s Defence Forces (UPDF), accusing them of assault and malicious damage during the NRM party primaries in Kanungu District.<\/p>\n
Tensions have flared in Kanungu District following a dramatic altercation at the NRM district tally center, where retired senior police officer-turned-advocate John Ngaruye Ndungutse claims he was physically assaulted by a UPDF officer while attempting to access the venue during Thursday’s NRM primaries for the Kinkiizi West parliamentary seat.<\/p>\n
According to Kigezi Regional Police spokesperson Elly Maate, Ndungutse who was among the aspirants for the NRM party flag in Kinkiizi West reported the case at the local police station.<\/p>\n
Preliminary reports indicate that the incident took place in the morning hours of July 18, 2025, at the district headquarters where tallying of votes was underway.<\/p>\n
Maate explains that Ndungutse had been informed by the NRM district registrar that the tallying process would begin earlier than scheduled and was urged to arrive promptly. Upon reaching the district gate at around 11:11 AM, Ndungutse, accompanied by his wife and counterterrorism bodyguard, was reportedly stopped by UPDF Lieutenant Patrick Zirimo, who ordered him out of the vehicle.<\/p>\n
Despite identifying himself as a candidate and attempting to explain his presence, Ndungutse claims the soldier blocked his entry. When he tried to proceed through the open gate, a physical altercation ensued. The former police officer alleges that the UPDF soldier grabbed him by the neck, struck him on the right cheek, and kicked him in the abdomen. Additionally, a religious rosary in his possession, valued at \u20ac150, was allegedly destroyed in the scuffle.<\/p>\n
Police say they have opened an investigation into the matter. \u201cWe have commenced inquiries into the case, and appropriate action will be taken based on the findings,\u201d Maate stated.<\/p>\n
In a separate statement, UPDF Second Division spokesperson Major Kiconco confirmed that the army is also investigating the incident. \u201cAs the people\u2019s army, we have taken interest in the case and are conducting internal investigations to establish what transpired,\u201d he said.<\/p>\n
The incident has sparked concern over the conduct of security officers during political processes, particularly in intra-party elections.
