The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has directed the Departed Asians Property Custodian Board (DAPCB) to present a comprehensive asset inventory detailing all valued properties under its control, including those repossessed and those disposed of over the years.<\/p>\n
The Board, led by its Executive Secretary George William Bizibu, appeared before COSASE to respond to audit queries for the financial year ended 30th June 2024.<\/p>\n
During the session, lawmakers referenced findings contained in the report of the Auditor General of Uganda, which revealed that DAPCB does not have a complete and up-to-date asset register. The committee expressed concern that despite earlier government plans aimed at rationalising and streamlining the agency\u2019s operations, the absence of a comprehensive property record persists.<\/p>\n
Members of COSASE said the lack of a detailed asset register raises accountability concerns, particularly given the historical and financial significance of the properties managed by the Board. They stressed that without clear documentation of valued, repossessed and disposed assets, it becomes difficult to ascertain the true status of government-controlled properties.<\/p>\n
Bizibu was further directed to submit a list of properties reportedly donated by the Minister in accordance with the governing Act. Legislators insisted that such documentation is critical to ensure transparency and compliance with the legal framework guiding the management of custodian properties.<\/p>\n
Committee members emphasized that proper asset management is central to safeguarding public resources and preventing potential misuse or loss of government property. They warned that failure to provide the requested inventory could attract further parliamentary action.<\/p>\n
