The Government Chief Whip, Denis Hamson Obua, has called for the strengthening of an evaluative culture across government institutions to promote evidence-based decision-making and improve public service delivery.<\/p>\n
Obua made the remarks while representing Justine Kasule Lumumba, Minister in Charge of General Duties in the Office of the Prime Minister of Uganda, at the launch of the National Evaluation Capacities Index (INCE) held in Kampala.<\/p>\n
The event, organized by the Office of the Prime Minister in partnership with the Uganda Evaluation Association, marked a significant step toward strengthening Uganda\u2019s evaluation systems.<\/p>\n
Speaking at the launch, Obua emphasized that under the leadership of the National Resistance Movement government, building a strong evaluative culture is essential for ensuring effective and efficient service delivery. He noted that such a culture enables the generation and use of credible and impartial evidence to guide government programs and policies.<\/p>\n
Obua further highlighted that Yoweri Kaguta Museveni has consistently championed public participation in development initiatives, stressing that citizen involvement helps government better understand and respond to real community needs.<\/p>\n
He explained that an evaluative culture relies on systematic data collection, monitoring, and continuous review of government performance. He pointed to frameworks such as the Government Performance Assessment as key tools in ensuring accountability and improved outcomes.<\/p>\n
Obua expressed optimism that the INCE initiative will enhance coordination across institutions, including Parliament, oversight bodies, civil society, academia, and development partners.<\/p>\n
\u201cEvidence must not gather dust in reports; it must inform decisions, shape budgets, and drive continuous improvement,\u201d Obua said.<\/p>\n
The National Evaluation Capacities Index is expected to provide a structured tool for assessing and strengthening evaluation practices across Uganda, with the broader goal of improving accountability and delivering quality public services.<\/p>\n","protected":false},"excerpt":{"rendered":"
