KCCA Closes PFF Offices Over Property Rate Arrears

Authorities from the Kampala Capital City Authority (KCCA) have closed the offices of the People’s Front for Freedom (PFF) located at Plot 6, Katonga Road in Kampala over unpaid property rate arrears.

According to KCCA officials, multiple demand notices were issued to both the tenant and the landlord, businessman Kyapa Karuhanga, regarding outstanding property rates that reportedly date back more than five years. The authority maintains that the enforcement action followed a prolonged period of non-compliance despite repeated reminders.

KCCA sources indicate that a final demand notice was served on February 11, 2026, requiring settlement of the accumulated arrears. Following the notice, officials from the PFF reportedly sought additional time to mobilize funds and committed to clearing the outstanding balance by February 16.

However, no payment was made by the agreed deadline, prompting KCCA enforcement officers to move in and close the premises in accordance with the law governing local government revenue collection.

Property rates are a key source of revenue for the city authority, funding essential services such as road maintenance, waste management, and urban infrastructure development. KCCA has in recent years intensified enforcement operations against property owners and tenants who fail to meet their tax obligations.

By press time, there had been no official statement from PFF leadership regarding the closure or their next course of action. The development is likely to spark debate, given the political profile of the party and the timing of the enforcement action.

KCCA has reiterated that enforcement measures are administrative and not politically motivated, emphasizing that all property owners and tenants are subject to the same compliance requirements under the law.
