12th Parliament Set to Elect Speaker and Deputy Speaker

Legislators are today expected to elect the Speaker and Deputy Speaker during the first sitting of the First Session of Uganda’s 12th Parliament.

The Parliament of Uganda currently comprises 527 Members of Parliament, including elected representatives and ex-officio members, all of whom completed their swearing-in ceremonies in May 2026.

The sitting will begin with a formal proclamation and opening remarks delivered by Flavian Zeija, who will preside over the election of the Speaker.

The Clerk to Parliament will then read Rule Five of the Rules of Procedure, outlining the process to be followed during the election of both the Speaker and Deputy Speaker.

Following the procedural reading, candidates for the Speakership will be formally nominated before the House. Each nominee will be required to consent to their nomination before voting begins.

Voting will then take place under the supervision of the Chief Justice, after which the results will be announced and remarks delivered.

In accordance with Article 82(10) of the Constitution and the Oaths Act, the newly elected Speaker will subsequently take the oath of office administered by Yoweri Kaguta Museveni.

The Speaker-elect will also receive the instruments of power from the President before delivering remarks to Parliament.

A similar process will then be conducted for the election of the Deputy Speaker.

After the completion of both elections, President Museveni is expected to address the House, marking the formal commencement of business for the 12th Parliament.
