Ssenyonyi Retained as Leader of Opposition in New Shadow Cabinet Reshuffle

Joel Ssenyonyi has been retained as Leader of Opposition (LoP) in Parliament following the unveiling of a new Opposition shadow cabinet aimed at strengthening oversight and coordination in Uganda’s 12th Parliament.

The reshuffle, announced by opposition leadership, also confirmed John Baptist Nambeshe as Parliamentary Commissioner, while Paul Mwiru was appointed Opposition Chief Whip. He will be deputised by Harriet Nakwedde.

The new line-up places several experienced opposition legislators in strategic parliamentary oversight committees and representative positions expected to play a critical role in scrutinising government expenditure, public institutions, and policy implementation.

Among the key appointments, Patrick Nsamba Oshabe was named Chairperson of the Public Accounts Committee (PAC), deputised by Sarah Lwansasula.

Meanwhile, Nkunyingi Muwadda was appointed Chairperson of the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), with George Musisi serving as his deputy.

The Government Assurances Committee will be chaired by Francis Zaake Butebi, assisted by Anna Adeke Ebaju.

In the Local Government Accounts Committee, Betty Nambooze Bakireke was appointed chairperson, while Abed Nasser Mudiobole takes the position of vice chairperson.

The opposition also named representatives to various international parliamentary bodies. David Lukyamuzi Kalwanga will represent Parliament at the Pan-African Parliament, while Fortunate Rose Nantongo was appointed representative to the Commonwealth Parliamentary Association.

Other appointments include Hassan Kirumira to the Parliamentary Union of the OIC Member States, Brenda Nabukenya to the Inter-Parliamentary Union, Abubakar Kawalya to the Parliamentary Pension Scheme, and Joan Namutaawe to the Caribbean-EU Parliamentary Assembly.

Political observers say the reshuffle signals the Opposition’s intention to consolidate its parliamentary strategy and reinforce accountability mechanisms as the 12th Parliament begins handling major legislative and budgetary business.
