Norbert Mao Calls for Aggressive Marketing of Acholi Investment Potential

The Minister of Justice and Constitutional Affairs, Norbert Mao, has urged leaders in Acholi sub-region to aggressively market the area’s resources and investment opportunities in order to attract both local and international investors.

Mao made the remarks while speaking at the dissemination of the Acholi Investment Profile at the Gulu Logistics Hub in Gulu.

He emphasized the need for leaders and stakeholders to properly document, package and promote the region’s economic potential, noting that visibility and strategic positioning are critical in today’s competitive investment environment.

“We must tell our story and market what we have. Investors will not come if they do not know the opportunities available,” Mao said.

The Minister also called for a mindset shift among the people of Acholi, encouraging a transition from subsistence thinking to a more commercial and investment-driven approach. He argued that economic transformation requires deliberate planning, innovation and collaboration between government, private sector actors and local communities.

According to Mao, strategically positioning Acholi through improved infrastructure, clear investment data and investor-friendly policies will accelerate post-conflict economic recovery and unlock sustainable growth.

The Acholi Investment Profile is expected to serve as a blueprint highlighting priority sectors such as agriculture, agro-processing, logistics, tourism and natural resources, aimed at guiding potential investors and development partners.

Leaders at the event expressed optimism that with coordinated efforts and improved promotion, the region can attract significant capital inflows and create employment opportunities for its growing youthful population.
