Government has summoned Heads of Human Resource in Local Governments for a two-week orientation at the National Leadership Institute Kyankwanzi, aimed at strengthening professionalism and eliminating corruption in public service recruitment.
Speaking at the opening, Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, directed that all government job advertisements must carry clear disclaimers warning the public against bribing recruitment officers.
“Recruitment into government jobs does not attract any fees. The public must be clearly informed to avoid falling victim to corruption,” Kumumanya emphasized.
The training, organized by the Ministry of Local Government in collaboration with the Civil Service College Uganda and the National Leadership Institute Kyankwanzi, has brought together 237 HR heads from across the country.
The orientation aims to enhance the capacity of HR leaders to operate as strategic and professional officers, while also transforming the human resource function in government.
Participants are being equipped with skills to improve recruitment processes, manage payroll and pensions effectively, and develop strategies to combat corruption within public service systems.
Kumumanya stressed that strict adherence to transparent recruitment procedures is key to restoring public trust and ensuring fairness in government employment.
The two-week program, guided by principles of patience, commitment, and sacrifice, is expected to play a critical role in reforming human resource management across Uganda’s local governments.
