COSASE Probes Reported Deaths in Owino Market Demolition

Legislators on the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) have launched investigations into the reported death of an individual during the demolition of structures at Plot 24 in St Balikuddembe Market, an incident that has sparked widespread public concern.

The matter came up as officials from the Kampala Capital City Authority (KCCA), led by Deputy Executive Director Benon Kigenyi, appeared before the committee to respond to audit queries for the 2024/25 financial year. Lawmakers tasked Kigenyi to explain the circumstances surrounding the alleged fatalities linked to the demolition.

COSASE Chairperson Medard Ssegoona raised concerns over the lack of clarity surrounding the incident, while committee member Richard Sebamala criticized how the demolition was handled.

Kigenyi assured the committee that KCCA is treating the matter with the seriousness it deserves and pledged full cooperation with ongoing investigations.

The concerns by lawmakers follow reports that up to four people may have lost their lives during the early morning demolition on March 7, 2026, although official confirmation of the exact number of casualties remains unclear.

Meanwhile, the Uganda Police Force, through Kampala Metropolitan spokesperson Rechael Kawala, confirmed that joint investigations with KCCA are underway to establish the facts and ensure that those responsible are held accountable.

The probe comes amid growing scrutiny over the controversial demolition at Owino Market, which has already drawn public outcry and raised questions about enforcement procedures and the safety of affected traders and occupants.
