NRM Caucus Backs FY2026/27 Budget Priorities, Endorses Sovereignty Bill

The National Resistance Movement (NRM) Parliamentary Caucus has resolved to support the government’s budget priorities for the Financial Year 2026/2027 and to back the passage of the Proposed Protection of Sovereignty Bill, 2025, following a high-level meeting chaired by President Yoweri Kaguta Museveni at State House Entebbe.

During the meeting, the ruling party legislators unanimously endorsed key sectors outlined in the upcoming national budget, signaling a coordinated push to align parliamentary support with the government’s development agenda.

Among the priority areas approved are sustained investment in peace and security, expansion of road networks, electricity infrastructure, and railway development. The Caucus also emphasized preparations for the 2027 Africa Cup of Nations (AFCON), which Uganda will co-host, as well as increased support for scientific innovation to drive socio-economic transformation.

In addition, the legislators backed targeted interventions aimed at improving livelihoods in post-conflict and underserved regions. These include restocking programmes in the sub-regions of Teso, Lango, and Acholi, which have faced historical economic challenges.

The Caucus further endorsed plans to enhance salaries for key public sector workers, including primary school teachers, arts teachers at the secondary level, Technical and Vocational Education and Training (TVET) instructors, and security personnel. The move is expected to address long-standing concerns over wage disparities and boost morale in critical service sectors.

Equally significant was the Caucus’ support for the Proposed Protection of Sovereignty Bill, 2025, a piece of legislation that has drawn national attention for its implications on governance, national security, and Uganda’s engagement with external actors.

The resolutions underscore the NRM’s dominant position in Parliament and its ability to shape legislative outcomes, particularly on budgetary and policy matters. With a strong majority, the Caucus’ endorsement effectively sets the stage for smooth passage of both the national budget and the proposed bill.

The meeting at State House Entebbe reflects ongoing efforts by the ruling party to consolidate its legislative agenda ahead of the new financial year, with a focus on infrastructure development, economic growth, and national sovereignty.
