Ugandans are today casting their votes to elect Local Council I (LC1) chairpersons across the country in a long-awaited grassroots election that follows several postponements due to funding constraints.

The elections are expected to fill one of the most important leadership positions at the village level, with LC1 chairpersons serving as the first link between communities and government.

LC1 chairpersons play a vital role in resolving minor disputes, supporting local security, mobilising residents for government programmes, verifying identities for official documents, and coordinating community development initiatives.

They also help mediate land disputes by drawing on their knowledge of village boundaries, land ownership history and community members, often resolving conflicts before they reach formal courts.

Working closely with the Uganda Police Force and other security agencies, LC1 leaders contribute to maintaining peace and security by reporting suspicious activities and supporting community policing efforts.

The elections come amid renewed calls for peaceful participation from the Electoral Commission and the Uganda Police Force. Authorities have warned candidates and supporters against violence, intimidation and any form of campaigning on polling day.

President Yoweri Kaguta Museveni has previously indicated that the government is considering improving the welfare of LC1 chairpersons by increasing their ex gratia in recognition of the important services they provide at the grassroots.

Voters are expected to participate peacefully and elect leaders who will spearhead community mobilisation, conflict resolution and local development over the coming years.

Polling is taking place across villages nationwide, with the Electoral Commission urging all eligible voters to exercise their constitutional right and uphold peace throughout the electoral process.
